Core Thesis
After_OpenWeight is not a trust model for open-weight AI.
It is a sovereignty model for deploying opaque learned systems under a fixed human constitutional boundary.

Open weights expand controllable substrate surfaces. They do not eliminate epistemic opacity, behavioral uncertainty, licensing constraints, or alignment risk. Openness is therefore treated as an expanded control surface through which the existing Layer-0 constitution is externally enforced — never as inherent safety.
